Siti Amelda Suraya binti Abdul Halim
Head of Learning · Northbridge Consulting and Training
Amelda spent more than 22 years inside Telekom Malaysia, Malaysia's largest recipient of USP funding, with direct involvement in USP projects spanning more than a decade. Her exposure covers the full project lifecycle from proposal development and LoA interpretation through to project implementation, stakeholder engagement, site execution, claims management, and audit preparation.
Her USP project experience covers fixed network deployment, submarine cables including the Sistem Kabel Rakyat Malaysia (SKRM) project, wireless systems, 5 islands connectivity, community centre infrastructure and programmes, and other funded projects awarded to the company. She has worked directly with MCMC across project management, site verification, and audit engagements, and has first-hand knowledge of the recurring failures, compliance gaps, documentation weaknesses, and stakeholder challenges that characterise USP project delivery.
Earlier in her career at TM, Amelda served as Parliamentary and Regulatory Liaison Officer and spent two years in TM's Network Eastern Region leading manpower and competency planning for a workforce of over 800 staff. Her foundation in programme development was built at Telekom Training College. She later joined the Consumer Forum of Malaysia (CFM) as Head of Complaint and Compliance Management before founding Northbridge Consulting and Training.
