Why This Programme
Awareness tells your staff what the rules say. This programme trains what your operations must do about them.
Most regulatory training in the communications industry stops at awareness: what the obligations are and why they matter. This programme starts where awareness ends.
Built by practitioners who spent decades on the licensee side of complaint handling, breach assessment, and regulatory scrutiny, it trains your teams to run compliance operationally: diagnosing complaints against regulatory requirements, managing disputed amounts correctly, and documenting decisions that survive regulatory review.
Every module is grounded in the real obligations that govern licensed communications providers in Malaysia, including the Communications and Multimedia Act, licence conditions, and registered consumer codes.
Who It Is For
Built for the people who carry the obligation every day.
Complaint Handling Teams
Frontline and back-office staff who receive, classify, and resolve consumer complaints under regulatory timelines.
Team Leads and Supervisors
The people who decide when a complaint escalates, when it closes, and whether the file will hold up if a regulator asks to see it.
Compliance and Regulatory Affairs
Officers responsible for breach risk, regulatory reporting, and defending the organisation's complaint record.
Customer Care Operations
Managers who own the processes, systems, and documentation standards behind complaint resolution.
Programme Structure
Two days. From obligation to methodology in operation.
Where the duty to handle consumers properly actually comes from, and how a complaint moves through the regulatory ecosystem.
- Consumer protection duties under the Communications and Multimedia Act and licence conditions
- Registered consumer codes and what they require of licensees in practice
- The complaint escalation pathway: from your service counter to industry forum to regulator
- Classifying complaints against regulatory requirements: the diagnostic foundation
The Northbridge diagnostic methodology applied to live scenarios: how to read a complaint, classify it correctly, and act within the rules.
- Structured complaint diagnosis: separating the analytical read from the human read
- Disputed amounts: what your organisation must not do while a dispute is unresolved
- Pre-sale disclosure obligations and how they surface in post-sale complaints
- Breach risk assessment: recognising when a complaint is also a compliance event
- Case work on generalised industry scenarios
Outcomes
What your teams leave with.
A repeatable methodology for diagnosing and classifying complaints against regulatory requirements
Correct handling of disputed amounts and the actions that are prohibited while disputes remain open
The judgement to recognise when a complaint is also a breach risk, and what to do next

Continue the Pathway
Two specialist modules for teams that complete the core programme.
Complaint Mediation
Resolving escalated complaints through structured mediation: managing the conversation, the concession, and the closure without creating new regulatory exposure.
Regulatory Reporting and Breach Documentation
Turning complaint records into regulatory reporting that protects the organisation: breach documentation, pattern reporting, and the file the regulator actually reads.
The RM2,000 rate applies when a module is booked together with the core programme. Modules taken standalone or added after the core booking are RM3,000 per participant. Both modules are HRD Corp claimable.
Facilitators
Decades on the licensee side. Not observers of the industry, operators in it.
