Amelda Suraya Abdul Halim — Principal Consultant, Regulatory Advisory Malaysia, Northbridge

Siti Amelda Suraya binti Abdul Halim

Principal Consultant & Head of Learning

Amelda brings 22 years of experience at Telekom Malaysia in telecommunications regulation and compliance, with deep exposure to USP financial management, RONR reporting, and infrastructure project compliance under the Communications and Multimedia Act 1998 (CMA). Her work spans regulatory liaison with MCMC, oversight of USP-funded broadband, wireless and submarine cable projects, and translating regulatory obligations into operational processes that work in practice.

Following her tenure at TM, she served at the Consumer Forum of Malaysia (CFM), the body responsible for administering the General Consumer Code, in a regulatory and diagnostic capacity heading compliance and complaint operations.

An accredited HRD Corp trainer, she holds an MSc in IT Management from Universiti Teknologi Malaysia and has pursued advanced study in converged telecommunications policy and regulation. At Northbridge, she leads advisory and capability engagements as a regulatory implementation strategist — helping organisations identify compliance gaps, align operational processes with regulatory requirements, and strengthen governance execution in a structured and practical way.

Norlina Che Wahab — Head of Finance & Operations, Northbridge Consulting Malaysia

Norlina binti Che Wahab

Head of Finance & Operations

Norlina holds a Bachelor of Business in Accountancy and a Master of Business Administration (MBA). She is currently pursuing the final paper for the Chartered Global Management Accountant (CGMA) qualification, further strengthening her expertise in strategic management accounting and business leadership.

She has 19 years of extensive experience in accounting and finance. She began her career as an Accounts Executive with KLCC Property Holdings Berhad, a subsidiary of PETRONAS, before advancing to Senior Executive at Perbadanan Nasional Berhad (PERNAS), a government-owned company, where she served as Head of the Financial Reporting Section. She subsequently held the position of Assistant Manager, General Ledger at the University of Cyberjaya, and later served as Manager of the Finance and Administration Department at the Consumer Forum of Malaysia (CFM), an organisation designated by the Malaysian Communications and Multimedia Commission (MCMC).

Norlina brings comprehensive hands-on experience across the full spectrum of finance and accounting functions, including accounts payable and receivable, general ledger management, full sets of accounts, month-end and year-end closing, financial reporting, budgeting, forecasting, cash flow management, and financial analysis. In addition to her accounting expertise, she has managed administrative operations covering procurement, payroll, and organisational support to ensure alignment with corporate objectives.

Muhammad Hazim Hisham — Operations Coordinator, Northbridge Consulting Malaysia

Muhammad Hazim bin Hisham

Operations Coordinator

Kamal Bahrein bin Baharuddin

Principal Regulatory Counsel

He began his career in legal practice before joining Telekom Malaysia, where he spent 29 years in senior regulatory roles at the Group level.

His work at Telekom Malaysia spanned the full spectrum of telecommunications regulation: consumer protection, regulatory governance, risk management, MSQoS compliance, and sustained engagement with MCMC and policy makers on matters of institutional and legislative consequence. He operated at the level where regulatory intent meets organisational accountability, and carried responsibility for outcomes, not just advice.

At Northbridge, he serves as Principal Regulatory Counsel, providing legal and regulatory validation across advisory engagements and programme development. His involvement ensures that the work Northbridge delivers is grounded in the actual legal and regulatory framework governing the industry, and tested against the standards of someone who has been answerable to that framework at the highest level.
