CMA 101: The Bigger Picture
of Telco Regulation

The Opportunity

Every day, employees make commercial, operational, and customer decisions inside a regulatory framework they were never formally taught.

Years into a telco career, most professionals still carry only fragments of understanding about the CMA 1998, picked up on the job, from colleagues, or in passing. No one ever sat them down and explained how the framework works, who MCMC is in any functional sense, or how the Act connects to the work they do every day.

That is not a criticism. It is simply the gap that exists when regulatory literacy is not treated as foundational knowledge for every role in a licensed operator. CMA 101 exists to close that gap in one day, for anyone across the organisation.

Regulatory Awareness Doesn't Stay with One Person
A team member who understands the regulatory landscape doesn't just perform better individually. They bring context to daily decisions, ask the right questions at the right time, and strengthen the bridge between their department and the regulatory team. CMA 101 creates that person in every team that attends, and the effect compounds across the organisation.
Programme Overview

One day. Six modules. The complete regulatory picture.

CMA 101 moves from the big picture down to the practical, building a working understanding of the regulatory ecosystem before handing participants the tools to actually navigate the Act itself.

Morning · Context and Landscape
Module 1
Why Regulation Exists, and Why It Matters to You
"Before you can work within the system, you need to see it."
The telco regulatory environment, why regulation exists, who the players are, and why every role in a licensed operator has a stake in understanding it.
Module 2
MCMC, Role, Mandate, and How It Touches Your Work
"Know who is watching, and why it matters to your role."
What MCMC actually does, the powers it holds, and how it interacts with licensees, framed so anyone outside regulatory affairs can see where their work connects.
Module 3
The Telco Regulatory Circle
"See where you stand before you take a step."
A visual ecosystem map of licensees, industry forums, the regulator, and consumer interests. Participants take home the CMA Ecosystem Map as a permanent desktop reference.
Afternoon · The Act and Its Application
Module 4
Inside the CMA 1998, How the Act Is Built
"A map of the Act, so it stops feeling like a maze."
Structure of the Act, parts and divisions, how it is organised, so the document stops feeling like an impenetrable wall of legal text.
Module 5
Reading the CMA Like a Working Document
"The CMA is not a shelf document, it is a tool you can use."
A practical session on navigating the Act and finding what applies to a real situation, using scenarios drawn from actual telco operations across departments.
Module 6
From Awareness to Action
"Solid ground, every day from here, and knowing who to call when it is not."
Where this knowledge shows up day to day, and a simple, practical habit for spotting a regulatory-natured decision and knowing exactly who to flag it to. Every participant leaves with a clear next step for when it matters.
Programme Differentiator
Module 5 and 6 are where CMA 101 earns its keep.
Most regulatory orientation programmes stop at context. CMA 101 goes further. Module 5 treats the Act as a working document, giving participants real practice navigating provisions and finding what applies to situations they actually face. Module 6 closes the loop with a personal habit that travels back to the workplace. Not abstract knowledge. A practical reflex.
What You Take Home

Learning that stays with you after the room empties.

CMA 101 is designed to leave participants with more than notes. Two practical reference tools travel back to the workplace with every participant.

Module 3 Deliverable
The CMA Ecosystem Map
A visual reference showing how licensees, MCMC, industry forums, and consumer interests connect within the Malaysian telecommunications regulatory framework. Designed to sit on a desk or screen as a permanent orientation tool.
Module 6 Deliverable
Your Personal Escalation Reference Card
A one-page quick-reference card built from Module 6, guiding the user through the exact steps the next time a decision feels regulatory in nature, keeping that habit alive across the department long after the training day ends.
Who It Is For

Any role that operates inside a licensed telco operator.

Network and Technical
Teams making operational and infrastructure decisions within a regulated service environment.
Corporate Affairs

Junior practitioners building their regulatory foundation before moving into specialist work.
New Hires
Staff joining a licensed operator who need the regulatory orientation they will not get anywhere else on day one.
Consultants and Advisors
Practitioners advising or supporting licensed operators who need working familiarity with the Malaysian regulatory framework.
Your Facilitators

Taught by practitioners who built this knowledge from inside the industry.

CMA 101 is delivered by Siti Amelda Suraya binti Abdul Halim, drawing on 22 years of regulatory practice at Telekom Malaysia.
