Regulatory executives, managers, compliance officers, and legal liaison personnel at licensed communications providers are routinely required to analyse a regulatory issue before it goes to legal review. That analysis has a defined structure: knowing which instrument governs an issue, in what order of authority, and what obligation type and consequence attaches to it.

A regulatory issue is rarely governed by a single instrument. The course teaches participants to work through the full set that can apply, in the correct order, and to classify what kind of obligation is actually in play before anyone forms a view on it.

The programme is built around a structured methodology, the Northbridge Regulatory Analysis Framework (NRAF), that participants apply across the day to real regulatory issues. It teaches preliminary regulatory analysis, not legal drafting, and is explicit throughout about where that boundary sits.
